As Western countries worry over China's rise on the international stage, they hold a key advantage in the competition for power and influence: many of China's best and brightest go abroad for a university education, enjoy their lives in the West, and never return home to share their knowledge and expertise with the motherland.A recent study by the Chinese Academy of Social Sciences (CASS), the nation's top think-tank, shows that China is losing more first-rate minds to the West than any other country in the world. The phenomenon amounts to a new form of colonialism in which Western countries exploit intellectual talent rather than raw materials.

We are well past Empire and are headed for World Government. This situation illustrates the dilemma facing the rest. In order to resist the cultural pressure we are exerting, they must behave like jailors. This in turn increases the cultural pressure: it makes them look bad to their own inmates.

I suspect that tighter post-9/11 INS immigration rules mean that many of them are instead going to places like Hong Kong or Canada.

Posted by: PapayaSF at June 14, 2007 10:36 PMI bet the best and brightest would return in a jiffy if they were guaranteed that young females would not be forced sterilized and the 2nd, 3rd borns would not be murdered, they would also return if they were guaranteed that they would not be live organ donors to wealthy "gweilos", they would also return if they were guaranteed that saying a wrong word against the dead or alive chairmen would not land them in solitary confinements.

They may go to Canada, but are not allowed to stay in Hong Kong without travel permits from the Communist govt. Hong Kong is part of China. Hong Kong people can travel wherever they want inside China. Mainland Chinese have to have permits to visit Hong Kong for a short period of time. They are not allowed to live there without permissions from the Chinese govt. That is: they need exit visas to get out of their jail (I mean "motherland").
If having your people emigrate is a form of colonialism, then the United States is the imperial master of Europe.

You'll have to tear the whole house down, are dig down to your levels, and do it right this time. Do you really think the powers in China would allow that any time soon? What's that Trump saying? "Third guy in makes money.". You first, I'll wait.....
