Conservative leader Stephen Harper narrowly lost his chance at becoming prime minister in the 2004 elections after opponents painted him as a scary right-winger who would reshape the landscape like a U.S.-style evangelical Republican.This time around the scare tactics didn't work.

"CALGARY, Jan. 23, 2006 (The Canadian Press delivered by Newstex) -- Stephen Harper has by turns been cast as too extreme, too rigid, too scary to reshape the country. But voters have decided it's time to take a chance on the Conservative leader and on change, handing him a minority government."

The headline, essentially meaningless, could just as well have been:
Is Harper a moderate right-winger or closeted thinker?
Fill in an adjective; fill in a noun! The AP seems to enjoy ad libbing. (I know I did, when I was in fifth grade.)
