[The death of Abu Laith al-Libi is] also an embarrassment for President Pervez Musharraf, who has repeatedly said that he will not sanction U.S. attacks against al-Qaeda targets thought to be regrouping in Pakistan's ungoverned tribal lands along the border with Afghanistan.

In the 8th year of his presidency, are there really still folks who think W will wait for a permission slip?

Musharraf did not sanction, he has no power to sanction. The area is ungoverned, thus unprotected by Pakistan or any sovereign entity. That means it is fair game. That also means W did not need permissions to attack the area.

He gave a permission slip - he failed to do anything.
