Bush and Congress close to a deal on economic stimulus plan (David M. Herszenhorn, January 24, 2008, IHT)
U.S. congressional leaders and the Bush administration were close to reaching a deal Wednesday on a $145 billion economic stimulus package as the Treasury Department crunched the numbers on components of the plan, senior House officials said. [...][T]he centerpiece of the plan would be a widely distributed tax rebate, perhaps totaling as much as $96.5 billion or roughly two-thirds of the total amount President George W. Bush has said was needed to help jumpstart the economy.

Reagan is part of the problem. All of this is just a short term fix. And truth be told, it has been happening over past 3 decades. Reagan and Clinton have just as much blame as the current administration. This is an interesting perspective on this(the midas touch)
