The decision left patients bemused and disappointed and prompted an angry backlash from staff in the catering department.
They should hand out a hot cross bun and a croissant at the same time.

One suspects this is yet another case of some anonymous bureaucrat deciding to suppress anything even vaguely associated with religion, and using the "don't want anyone to be offended" trope, even if no one has complained.
No Christian would complain if some traditional foods for Ramadan, or Passover, or Norouz, or any other holiday, were passed out, so this is just plain silly. But it is silliness that should be stamped out, although it's probably way too ingrained in certain circles these days. No one who takes their own faith or ethnic traditions seriously should stand for moves such as this.
