BECAUSE CITIES WERE A MISTAKE:
Major decline in Cook County population (ART GOLAB, 3/22/07, Chicago Sun-Times)
Census population estimates released today show Cook County posted the third biggest decline in the nation, losing 88,000 residents since 2000.Only counties surrounding New Orleans, ravaged by a hurricane, and Detroit, clobbered by a declining auto industry, lost more. [...]
The numbers illustrate a continuing national trend of counties with large urban areas losing population, said Loyola University demographer Kenneth Johnson.

They're moving out to the collar counties, especially Will and Kane. The growth in the Joliet and Plainfield area in the last 10 years is amazing. It's impossible to recognize the Will County of my childhood.
BTW, they're bringing plenty of cars and road construction with them.
