Okay so we know they don't work - whether they are paid or not (and if they can find a job), but I still don't get those stats that show up periodically putting the French workers at a higher production efficiency than the American ones. Anyboby?

American employment has a "long tail" that is replaced in France by the unemployed. The key fact is that every time you make a less than average productivity worked unemployed, average productivity goes up.
