Personality, Ideology and Bush's Terror Wars (MICHIKO KAKUTANI, 6/20/06, NY Times)

The title of Ron Suskind's riveting new book, "The One Percent Doctrine," refers to an operating principle that he says Vice President Dick Cheney articulated shortly after 9/11: in Mr. Suskind's words, "if there was even a 1 percent chance of terrorists getting a weapon of mass destruction — and there has been a small probability of such an occurrence for some time — the United States must now act as if it were a certainty." He quotes Mr. Cheney saying that it's not about "our analysis," it's about "our response," and argues that this conviction effectively sidelines the traditional policymaking process of analysis and debate, making suspicion, not evidence, the new threshold for action. [...]

Mr. Suskind's book also reveals that Qaeda operatives had designed a delivery system (which they called a "mubtakkar") for a lethal gas, and that the United States government had a Qaeda source who said that plans for a hydrogen cyanide attack on New York City's subway system were well under way in early 2003, but the attack was called off — for reasons that remain unclear — by Osama bin Laden's deputy, Ayman al-Zawahiri. The book also reports that Al Qaeda had produced "extremely virulent" anthrax in Afghanistan before 9/11, which "could be easily reproduced to create a quantity that could be readily weaponized."


There's a winning argument for the Left: Ninety-nine and a half will just have to do.

It's obvious why the attack was called off. Every attack gives us more reason for resolve. Every year that there is no attack converts more Americans to a Sept. 10th mindset.

This stuff isn't rocket science. America won't be attacked until it is clear that there is nothing left to do but engage in murderous violence. That's when more guys like the Norman KS bomber will crawl out of the woodwork.

The fact is some Mubtakkars are probably set, and ready to go.

There is at least one reason to avoid mass transit, OJ.

We'll be attacked if they can set one up and not if they can't--it has rather little to do with any geopolitical logic or security measures.

Somehow the modern left has gotten itself into a position where they say "What an outrage!" to the statement above, while the vast majority of Americans say "Duh."

Don't forget that the Left, from The Nation to John Murtha to John Kerry to Dennis Kucinich to Kos to Pelosi to Al Sharpton, think that America deserves to be attacked.

That is why prevention is an outrage to them.

As to the comments, we see in the debate on Iraq the "Rommel" dilemma. Accept that Hitler is a bad man. Accept that "Mistakes were made" in th past. It matters not. The reality is that the enemy demands your country's unconditional defeat. There are no options other than to fight your best.

This is where Hillary Clinton, responsive to her New York constituency, appears to be going. The left, correctly identified above as enemies of the American folk, continue to lust for their country's defeat.
