Dick Cheney was rushing home from an overseas diplomatic mission to be the tiebreaker for saving one of the Bush administration's top priorities. The showdown vote loomed on the bill, which would cut some federal benefits and trim budget deficits by $40 billion through the end of the decade.
Cheney was in Pakistan Tuesday to check on U.S. aid to victims of an October earthquake that killed as estimated 75,000 people. He also met with President Pervez Musharraf.
You mean that some Republican in Congress finally figured out that the vote was going to be close? Of course, Cheney would be there to break a tie vote if that were needed.
Republican leadership in Congress seems to be mostly rudderless, while the Democrats busily rearrange the deck chairs.

That said, I think some of the GOP leadership's problem is that they have yet to factor in the self-destructive nature of the Dem caucus when figuring out vote totals (i.e. the GOP thinks "they wouldn't be stupid enough to block this, would they?)
