Posted by: pj at May 26, 2005 8:59 AMBack when they were trying to pass the ERA as an amendment to the US Constitution, they tried the same technique. Given enough time, they thought that they would get the 38 states (3/4 of 50) needed for passage. In that timespan, some states started to recind their ratifications, and an extra-Constitutional battle began to rage. Fortunately, there was a time limit attached to the ratification and it finally died with 36 or so states.
The Europeans don't have the time limit, so this could eventually get a lot of folks real mad, bringing down governments.
