An infusion of cash from robust business growth and improving stock market returns is flowing into California's coffers, leading the nonpartisan legislative analyst to predict Tuesday that the state's budget gap will shrink substantially.

Since the California Democrats in the legislature already have about two dozen new or existing programs in the wings where they want to spend all this new money, there should be some good head-butting with Arnold over the next few months over living within your means when the cash starts flowing in again.
