As George Costanza once noted, it's nearly impossible for most men not to sneak a peek at cleavage. Now Shaune Bagwell, the ex-wife of Astros slugger Jeff Bagwell, is cashing in on this apparent defect in men's wiring. Bagwell recently auctioned off use of her cleavage on eBay for advertisers. The winning bid was $15,099 by Internet casino GoldenPalace.com, which has previously placed its logo on such surfaces as the backs of boxers during a fight. Bagwell will receive her tattoo on Thursday, and GoldenPalace.com is obviously betting that many will take a healthy gander before it's removed in 30 days. I've never found tatoos (or piercings) to be at all attractive. So this broad tattoos her dugs to advertise an Internet casino and that's not sleazy? She should just get the Battleship Missouri emblazoned across her chest.

If I were Ms. Bagwell, I'd probably want to get my money up front (pun intended) before I ducked into the tatoo parlor.

The article states that it's going to be removed in 30 days, so I don't think your question applies in this case. It is also for this reason that I don't think it's a standard tatoo.

Stuff like "Dogs Playing Poker" or "Velvet Elvis" may be cheesey and stupid , but they aren't ugly, and you rarely see any tattoos that even have that level of sophistication or technical skill or even artistic composition. Take a look at one of those "Learning History Discovery Channel" shows on them, and I don't see any tattoo that couldn't qualify as "ugly".
Then again, if you are going to disfigure yourself, you might as well go all the way.
