IF ONLY AMERICANS WERE THIS HAPPY:

Survey finds hope in occupied Iraq (BBC, 3/16/04)

The survey, carried out for the BBC and other broadcasters, also suggests many are optimistic about the next 12 months and opposed to violence.

But of the 2,500 people questioned, 85% said the restoration of public security must be a major priority.

Opinion was split about who should be responsible, with an Iraqi government scoring highest. [...]

Seventy per cent of people said that things were going well or quite well in their lives, while only 29% felt things were bad.

And 56% said that things were better now than they were before the war.

if 85% of the people think that restoring 'public security' is a 'major priority', it shouldn't be very hard to do, should it?

You'd be surprised how few it takes to monkeywrench the 85% majority. I don't know the figure, but it's definitely under 15%.

Remember the DC Sniper? How two guys, one car, and one rifle were able to monkeywrench a good chunk of the Eastern Seaboard? I was hearing of mass-hysteria freakouts from friends up in CENTRAL PENNSYLANIA. A lot more than "85%" thought "increasing public security was a major priority" during that whole thing, but Mohammed & Malvo (M&M?) still kept shooting and skipping around regardless.
