On second thought, I think that makes it all worse, not better.

Wasn't he actually on the phone with Arafat while he was with Lewinsky?
Way I heard it, Yasir was cooling his heals in the Rose Garden while the cigar incident occurred. Monica was with him more than once, perhaps that means she messed up a phone call with Yasir as well as the face-to-face.
