Winning support from the Sadrists, which won the largest number of parliamentary seats of any of the Shiite parties, was critical to Mr. Maliki's nomination. His bloc, called State of Law, controls 89 seats. The Sadrists comprise the largest party within the Iraqi National Alliance, the Shiite bloc that ran separately from Mr. Maliki's coalition in the election. With the INA behind him, Mr. Maliki would only be a handful of seats short of controlling the 163 needed for a majority government.
