The main suspense about what Mr. Obama would do centered on whether he would seek to undo the Bush-era restrictions through legislation or by executive order.

...it's more interesting that President Obama is reversing himself. Better journalism would be asking whether it is inability to pass legislation or the need to placate his rebellious Left that is forcing him to go back on his stated intent to allow Congress to address the matter first.
