Several senior Senate Democrats are readying a plan to strip tens of billions of dollars in spending projects from President Barack Obama's economic-stimulus package, and a proposal to add new money for highway construction stalled amid Republican opposition Tuesday.The effort to modify the Senate's $885 billion version of the package underscores the success that skeptics, most of them Republican, are beginning to have in portraying the Obama initiative as a wasteful expansion of government spending, not a targeted effort to reverse the economy's decline.
