U.S. Takes a Pass on Cluster Bomb Ban (Adam Graham-Silverman, 12/05/08, Congressional Quarterly)
More than 90 countries signed a treaty to ban so-called cluster bombs this week, but the United States wasn’t among them. And, judging by previous statements from President-elect Obama, it’s not likely to join them any time soon.Posted by Orrin Judd at December 5, 2008 6:57 PMAs a senator, Obama supported legislation to limit the use of cluster bombs, land mines and other small arms that have created an international outcry over civilian casualties linked to their use. But writing in Arms Control Today back in September, he did not commit to any specifics.
“As president, I will help lead the way on these issues,” he wrote, but added: “Our military has legitimate concerns on these issues, and I look forward to consulting closely with leadership at the Department of Defense as we shape policies on these key issues.”
