The Bush administration reached an agreement with Costa Rica on Sunday that will allow that nation to join four of its neighbors in creating a Central American Free Trade Area with the United States, officials of the two countries announced.

Costa Rica is part of the unilateral coalition in Iraq and "Unilateral = US".
Thus:
We have reached no free trade agreement whatsoever, as Costa Rica does not exist in reality; or we just reached an agreement with our own selves.
See the logical problems caused by listening to John F* Kerry too much.
Bush may have to list all of the countries the US has free trade deals with (hopefully more by the election) to quite those still arguing he is a protectionist president (like he listed the US allies in the SOTU)

I am assuming that these have been negotiated under the general Congressional Fast Track approval which allows its bypass assuming the Admin keeps to within some citeria. However, it is a good question for which someone may have the definitive answer.

You don't actually get to bypass Congress--but they are restrained to an up or down vote, no amendments.
