They're just doing it by Executive Order, since it's mostly just rules governing executive agencies. The bill would be a nice cherry on the sundae, but probably not needed.

This is of a piece with the news today that NPR colluded with the former Iraqi regime just as CNN did, offering bribes and slanting its coverage to favor a totalitarian regime. The local station here is beginning its latest pledge drive next week and a bunch of us are planning on calling up and asking just exactly what members are pledging to and for.
