The understanding, as reflected in the cartoon, is that the Jews stay behind (note that Wolfie isn't there with them?) and expend the blood of others for their own arcane purposes.

Jim Borgman's talented work reminds me a lot of the late, great, cartoonist of the Chi Tribune, Jeff MacNelly.
